Le titre se déroule dans un environnement ouvert recréant la côte californienne, avec des régions variées comme des déserts, des forêts et des zones montagneuses. Pour la première fois dans la série, les joueurs peuvent choisir leur camp lors des courses-poursuites, avec des modes carrière distincts pour chaque faction. Le système Autolog permet une compétition en ligne dynamique en comparant les performances des amis et en proposant des défis personnalisés. La sélection de véhicules inclut des supercars puissantes, et l'arsenal d'armes et d'équipements disponibles enrichit l'action sur route.
Techniquement, le jeu repose sur le moteur Chameleon. La mission principale demande environ 14 heures, et une complétion totale peut prendre jusqu'à 31 heures. « This slick reboot comes from the makers of "Burnout 3: Takedown". It certainly feels more like "Burnout" than NFS. But the graphics are fantastic and the sense of speed is remarkable. As in the original "Hot Pursuit", you can play as both a cop and racer. In addition to the single player campaigns, there are a variety of online modes and challenges. Overall, this is a great racing game. I would rate it with an 8.5 out of 10. »

« Best racing game ever created. Period. Had 900 hrs on the PS3 version and an additional 1060 hrs on the PS4 Remastered version. And now I'm still playing this game on the PS5 with 4K 60fps. Best feeling of pure speed I've ever experienced. I don't think a racing game can ever top this. »
